Jog Wheels - Help, Please!!

Yours is behaving just as if the platter surface is not reacting - the wheel still works (you can see the pitch bend), but the scratch is never engaged because the surface doesn't seem to work.
You just have to get into the unit and see for yourself - take the back off. You will see a wire connected to each wheel:
My guess is that is the problem...make sure it is soldered correctly and that the clip is connected fine.
For the future, if you have any other jog wheel problems, you can simply pry that little lock off, pop the wheel off, and blow the optical sensor out with compressed air.
That fixed a dead jog wheel for me (which had the opposite symptoms from you, the touch worked but the platter movement was not picked up).

I had a similar problem.
The problem is in a metal disk jog, who had little contact with the metal stem, to which the contacts are connected, it is necessary to remove and gently pull out of the plastic plates.
You can put a piece of foil or other conductive material between the spindle and the disk jog.
The only thing that happened for me, one of the disks accidentally dropped on the floor and broke into pieces, and now, I also ask for help, maybe someone knows where I can buy a spare disk ??((
