Strange serial number on my Dobro trying to date my Dobro

Hi,
I have a metal bodied Dobro with the serial# 0447 on the top of the headstock.
I have tried to find out when it was built and have visited many sites, but no site has a Dobro serial number with only 4 numbers starting with zero.
I wonder if anyone can kindly help me or point me in the right direction.
Any help would be greatly appreciated.
