If you have the screws facing the tail you can't get it as low because the strings touch the screw heads. Getting the tail piece lower is generally considered good for tone and sustain although there is a full spectrum of opinions on this. Reissues and other guitars fitted with abr1 bridges tend to have the screws pup side and guitars with Nashville bridges tend to have them tail piece side.
