Additionally: The BBC have the address of every premises in Britain and if any one of them does not have a TV licence, letters to those addresses are auto generated. They threaten fines and visits by 'enforcement officers'. If you still don't buy a licence the letters are of increasing severity. I just got one with INVESTIGATION AUTHORISED written on the envelope. The letters assume guilt. They send out 3,000 letters every day (costing £9 million in 2020). TV Licensing are adept at scaring people into buying a licence. The BBC are pleading poverty. Saying they don't have enough money to operate. They want more than the £3.2 billion a year they already get. Legally you can own TVs and stream all you want, just not watch or record broadcast TV. I'd be really un-happy if some brownshirt came to my door asking for a monthly check simply because I owned a television set. Or states managed to get around it by pleading "states rights". Here in Michigan, there's a law, passed by our legislature(a government entity) that you can't legally drive a car without buying auto insurance. Which of course, is a government entity forcing us to purchase something. Signed into law in the '80's by former Gov.
