Shipping and import taxes

I just bought a Steinberger L2 from a gentleman in Rome, Italy for $3450.($4000 with taxes and shipping). When he ships does he HAVE to put down that amount. It is a 40 year old bass   Can he put $2000 or $1500 when he ships it?

Stating a false value on customs declarations is against the law everywhere on the world. Apart from the legal question: you cannot fully insure the shipment without stating the correct value. If the shipment gets lost or damaged and the seller has to refund the price, he's not insured and has to pay out of his own pocket.
