If you bought it new then the batteries (two lithium watch batteries) should be in there. Just remove the thin piece of plastic separating them and you're good to go.
I did this. I got my guitar today and took the plastic tag out. The tuner works but plugging it into an amp doesn’t and the light flashes red then dies out.
