The first year of the Standard was 1989, but they had different headstocks on them. The oldest this model can be is 1990. Serial numbers starting with '311xxxx' on a golden sticker are 'refurbished' guitars, mostly sold by MIRC (Musical Instrument Reclamation Center). The pic is blurry and small, but the size of the sticker on the headstock looks like a MIRC label. I dont know how much its worth. Sorry.
