Hot Epiphone humbuckers

I'm trying to ID a pickup set to see if there is anything to learn about their characteristics.  These are conventional Gibson-style open coil humbuckers, Epiphone branded, with no other identifying marks on the brass baseplate, other than the F and R stamps to identify position.  These are stock pups from a 2001 Epi Bully SG, which was a short-lived, entry level SG clone made in Korea.  I'm surprised at how overwound they seem.  Bridge resistance is 16.85k, neck is 12.45k, which is a lot higher than any similar Epi pups I've seen listed.  The bridge is wired south start hot, and the neck is north start hot.  Anybody come across something similar?
