Can someone tell me what the factory specs are for the action height at 12th fret on J-160E Historic (adj. bridge) are? Also, how much relief in the neck is normal?

It seems to me that action at the 12th fret and neck relief are completely subjective measurements that have to do with an individual player's playing style and attack. Some players like higher action because they dig in, others like very low action because they like a gentle fingerstyle attack. That is why the neck, saddle and nut on a guitar are adjustable. So the word normal is almost a non-sequitur because there is no normal. The factory specs on most acoustic guitars are high in the saddle and high in the nut because it is easier to lower the saddle and the nut than it is to raise them.
