Can a pickup booster be passive?

I saw this gadget advertised on a magazine so i was checking it out.

Looks like a neat Hot Rod mod for a Stratocaster, 6db mid boost, it also "fixes" the scooped-out sound of pickup positions 2 and 4.

The sound clip sounds great but how can the booster be passive? no batteries?

This thing seems to be a transformer. A transformer is a passive device and can be used to boost the voltage of a signal. When the higher voltage signal is fed into a high impedance input you will get a a louder sound.

Note that a transformer also works as a filter, so the sound will be coloured. Edit: I just saw that it is sold as a mid-range booster - that seems about right (there might even be a capacitor in there to help getting a particular frequency response, but it might also be just a transformer).
