By your post, it sounds like you are interested in buying a guitar with Madigascar rosewood from a dealer with a return policy so that you could return it back to the US if you wanted to. Is it pre-Lacey act (mid 2008)? Do dealers in Canada have other US made guitars with Madi imported successfully? As long as the guitar in question is documented/stamped made in USA, there should be no problem returning it back to it's country of origin. Im only using the return thing as a safe guard , there are a few dealers in Canada selling madi guitars..
