Is this normal? some people raise the stop tail piece to decrease the angle of the strings over the bridge to put less downward pressure on the bridge to stop bridge collapse. if as your saying the stop tail piece is tilted forward it shouldnt be a problem. there gonna tilt if there not bottomed out just from the play in the threads of the screws. if you feel yu really need to have this bottomed out . yoll have to remove the inserts and drill the holes slightly deeper. some manufacturers let the flange sit above the top level of the guitar rather than counter sinking them.. and this would also cause it to tilt. you can see in the pic below mine has a forward tilt.. specially when strung this way.. i strung it this way again to reduce pressure on the bridge.. playability is not affected.
