Edit: found it. What an idiot. Not that long ago, and probably still... in the UK anyone can fly a microlight with no CAA permission or contact. No training. No lisence.

NPPL required now.... Only 25hrs but 10 of those must be solo...(for Microlite)

Farns, the incident was actually in French Guiana. Yes you do need some qualifications to pilot a microlight in the U.K, but you don't for hang gliders. As a former glider pilot myself, I've had one or two close shaves with them, because they don't understand/observe flight law.
