The gentleman with the ludicrous handlebar moustache discoursing about discipline is the late (Sir) Gerald Nabarro, an old-school openly racist Tory MP (d.1973). The transition in Great Britain from the 1950s to the 1960s has been likened to going from black-and-white into technicolour.
