It happened in 1862 to a slightly lesser extent and the Central Valley became an inland sea 20 miles wide and 200 miles long. There is evidence of the same in the past. It could happen again, this time in a more heavily populated area.

You mean we've had weather anomalies / extremes in the past? Before the industrial revolution? and internal combustion engines? [huh] Imagine that. :-k

Something like a mega-storm could happen at any time, Eastern Australia as an example. The landscape there handles the normal rain OK but this huge amount they have had lately in the mountains to the west overwhelmed the drainage system and now they are under water.
